Engineering, Management & Integration (EM&I), Incorporated was incorporated in the State of Virginia in November 1991 and was certified as a Small Disadvantaged Business under the SBA’s 8(a) program in April 1997. Since 1991, EM&I has been the trusted advisor of choice, partnering with the U.S. Navy and other DoD Agencies to achieve best business value in dynamic environments characterized by business, organizational, and technical change. Most notably, we teamed with the U.S. Navy to create and implement a methodology (C4I)for developing enterprise architectures (Copernicus), enabling development of a Service-wide architecture that can integrate into the broader Defense-wide architecture, which gained the Navy support and funding for its major systems that exist today. Across DoD our clients’ missions are diverse – and critical: Safeguarding our country (Department of Homeland Security) developing a critical element of tomorrow's networked defense communications system (Joint Tactical Radio System) providing accounting services for the entire US Department of Defense (Defense Finance and Accounting Service). Over the course of 14 years, EM&I has merged engineering discipline and principles with management consulting expertise to provide clients with solutions geared to reduce risks and ensure successful results. In an ever-changing business environment, we support clients in the areas of Governance (including Portfolios, Programs, Projects, and Performance), Enterprise Architecture, Strategy and Organizational Transformation, and Engineering Solutions such as Information Assurance and Life Cycle management.
Tech-Marine Business, Inc. is a Woman Owned-Small Business founded in 1997, primarily engaged in providing senior level program and financial management in addition to acquisition support to NAVSEA program offices. Our staff consists of former military personnel with extensive conventional and asymmetric warfare experience and former senior civilian specialists with extensive NAVSEA acquisition and program management experience. These personnel are adept at concept initiation, research and development, finance and budgeting, organization, logistics, and major program administration. Tech-Marine Business is currently providing support to programs such as PMS377 for the development of LHA(R), PMS317 for the introduction of LPD17, AEGIS Cruiser Conversion and the Littoral Combat Ship.

Sidebar staff have worked with numerous Federal agencies and programs, military as well as civilian, helping them to understand what drives their performance and to work with them to develop appropriate solutions to specific challenges. Today, with annual revenue in excess of $5M, HMRTech® provides services in Acquisition Program Support, Engineering and Logistics Services, Information Technology Services, and Management and Training Support Services. Through these contractual efforts, HMRTech® provides assistance to PEO/PMs in their core acquisition management responsibilities including both program management, technical and logistical efforts performed in an integrated, independent and/or often time sensitive and highly classified manner. HMRTech performs tasks related to the development, production, and support of aircraft systems or equipment. Tasks include assistance over the full range of program management support actions, such as: strategic planning support, systems integration, data analysis, reliability and maintainability, integrated logistics support, financial analysis of acquisition programs, and systems engineering. Core acquisition management services include but are not limited to assessments, evaluations, reviews, studies, and analyses of the acquisition process to ensure that all elements of cost, schedule and performance are planned for and adhered to during the various acquisition lifecycle phases.
Leffler Consulting, LLC is a two person Veteran-Owned Small Business that has been providing program management and financial management services to the National Reconnaissance Office (NRO) since October 2001. Areas of support include training of the NRO’s Earned Value Management staff, supporting policy development and developing a senior management review process for major (ACAT 1D-equivalent) programs. Support also has included facilitation of program integrated baseline reviews (IBRs) and conducting Joint Surveillance Reviews (JSRs) on behalf of the NRO. NRO support has also included development and presentation of training material on business management and financial reporting and analysis, specifically dealing with how to read and apply the Contract Funds Status Report (CFSR). NRO support also includes program office (SPO) support to Program Control in financial management and earned value management. Support has also been provided to Northrop Grumman Space Technology (NGST) for the purposes of an independent review of their Earned Value Management System, confirming it complies with the ANSI standard on Earned Value Management. A letter of recognition has been received from the NRO.
Virtual Technology Services, LLC (VTS) is certified as a Woman Owned, HUBZone, Small Disadvantaged 8(a) company with its headquarters located in a HUBZone Empowerment Zone in Oklahoma City, OK. VTS is an Information Technology (IT) and Engineering Services company founded in December 2002. VTS has provided SeaPort support for the last three years. We have worked for programs such as AFT Bulkhead (CDRNAWCWD) and BLU-116 Protective Nose and End Caps. VTS is fortunate to be staffed with professionals and engineers who have an extensive background in professional, administrative, and management support services. VTS management staff has 250 years plus of cumulative experience with government contracts providing service for Federal/State agencies. VTS has been nominated for and received numerous awards for their performance: Oklahoma 8(a) Contractor of the Year in 2002; U.S. State Department Award for Excellence, Year 2002; Nominated as Small Business of the Year 2001 and 2002 by the U.S. State Department for efforts in re-engineering of databases for water and hazardous waste monitoring of the U.S. Embassies; Small Business of the Year for 2001 and 1999 for Tinker AFB, OK; Top 25 SBA 8(a) companies in the IT industry doing business with the Federal Government by Washington Technology.Com in the Year 2000.
