Business Analysis

Tecolote is a leader in assessing information technology system and infrastructure alternatives, major shifts in business processes and changes in organization structures.

Summary
  • Our Business Case Analyses provide decision makers with the information needed to select the most cost-effective, technically viable solution from among multiple alternative solutions. In conducting our analyses, we:
    • Examine mission requirements and capabilities, and evaluate alternative approaches to achieving operationally effective, integrated solutions.
    • Investigate viable solutions and compare cost-effectiveness assessments of each solution to a baseline (the current system(s) or manual processes).
    • Estimate the ability of each alternative to satisfy the identified mission needs through effectiveness analysis, which includes recommended business/functional process and organizational changes.
    • Estimate each alternative’s risk-adjusted life cycle costs (LCC) through cost and risk analysis.
    • Produce a cost-effectiveness comparison that allows decision makers to assess cost, risk, and effectiveness simultaneously.
  • Tecolote helps clients implement major changes to operations driven by new IT systems. Our support includes site deployment planning and implementation through ongoing user training and troubleshooting services.
  • Tecolote helps CIOs with strategic planning of their IT systems and infrastructure. We support IT system portfolio management that synchronizes with DoD’s Business Management Modernization (BMMP) architecture within a Balanced Scorecard (BSC) that demonstrates progress toward strategic goals.
Benefits and Results
  • Tecolote provides structured analytical processes combined with a detailed understanding of its clients’ business practices, resulting in credible solutions and comparable cost estimates.
  • We develop and elicit key decision criteria that allow executives to compare costs, benefits, risks and returns across IT investment alternatives.
  • We integrate IT strategic planning with the DoD BMMP goals and with the agency’s Balanced Scorecard tracking metrics.
  • Our thorough understanding of EC programs allows us to identify key program activities, costs and schedules, and to design Effective EC solutions that improve current business practices while saving time and money for both the Federal Government and their contractor partners.
  • Our success stems from working in partnership with technical and functional experts to identify and define output and outcome-based performance measures. We were instrumental in supporting major change initiatives such as DoD Paperless Contracting, the DFAS Consolidation of Operations and the DLA 21st Century modernization of their IT portfolio of systems.
Experience and Capabilities

Our experience in federal government finance and accounting IT Systems and business processes, along with our support of multiple agency Chief Information Officer (CIO) organizations, uniquely positions Tecolote to support system improvement initiatives throughout the government. Our 10 years of experience in designing and implementing multiple electronic commerce initiatives provides tangible support for the President’s Management Agenda (PMA).

Top 100 Chief Information Officer (CIO) Organizations:

Tecolote was part of the Defense Logistics Agency (DLA) CIO team that was recognized by CIO Magazine as one of the Top 100 CIO Organizations in the country (includes federal government and commercial).

NASA Certificate of Significant Accomplishment:

Awarded to Tecolote for developing and fostering a collaborative partnership with the Office of Management and Budget, clearly defining expectations and teaming across the agency to achieve an overall rating of “Green” for NASA on the Electronic Government element of the President’s Management Agenda. Signed by Sean O’Keefe, Administrator, NASA.

Pioneer Award Winner for the Sixth Annual Government Solutions Center Awards:

Awarded for our work as part of the team supporting the Wide Area Workflow - Receipt and Acceptance (WAWF-RA). WAWF-RA is a DoD web-based system that allows electronic submission, acceptance and processing of invoices and receiving reports, resulting in no lost paperwork and no interest penalties in a real-time, paperless environment.

Department of Homeland Security (DHS):

  • Tecolote delivered products critical to the success of two emerging DHS IT systems: the Automated Commercial Environment (ACE) and Immigration and Customs Enforcement (ICE) Bureau’s Consolidated Enforcement Environment (CEE).
  • Our initial Business Case for CEE supported its being chosen as the first new DHS IT system to be designated as a Level 1 (high dollar, high visibility) program.

Defense Logistics Agency (DLA) Knowledge Management (eWorkplace) Program:

Tecolote supports the Government Program Lead with multiple program management capabilities. This program captures, through a single web-portal sign-on, access to all DLA business systems used by more than 16,000 DLA staff. The program provides real-time access to business process and systems knowledge to authorized users and a collaboration capability that dramatically improves access to critical information needed to perform a myriad of logistics, finance, human resources and IT jobs.

Department of Education (ED) Federal Student Aid (FSA) Organization:

Tecolote has developed cost/savings models to assess the impact of new IT systems planned to replace multiple legacy systems performing similar work across the full spectrum of the transition to their end-state architecture. Global estimates provide savings across all FSA business areas while discrete cost/savings models are used to establish FSA’s negotiating position estimate for each new IT system acquisition award.

Tecolote Tools:

Tecolote is on the leading edge of developing tools and media that support knowledge management and electronic data sharing. Our best examples include the Knowledge Web Services (KnWS) tool, GPS-Today web site and the Test Asset Resource Tracking System (TARTS).

  • KnWS is a browser-based Enterprise Knowledge Management System used to organize, share, search and retrieve documents, Automated Cost Estimator (ACE) models and Cost Estimating Relationship (CER) libraries.
  • Tecolote-developed TARTS is recognized by the United States Inspector General (IG) as a “best business practice.”
  • Tecolote-developed GPS-Today website provides secure global access to program schedule data.
