Experience and Capabilities

Space Radar Program:

  • Tecolote supported the Space Radar (SR) Program restructure with more than 300 "what-if" life-cycle cost excursions that addressed multiple budget cuts, configurations and program acquisition strategy options.
  • Tecolote analysts were “by name” requested to accompany the SPD and PEO to brief the Undersecretary of the Air Force on alternative Space Radar acquisition strategies.

NASA International Space Station (ISS):

  • Tecolote provided cost and risk analysis support to develop a fully documented independent cost estimate (ICE) with a comprehensive risk analysis for the $36 billion International Space Station (ISS) Program.
  • The responsive, dedicated professionalism of the Tecolote Team, and the quality and defensibility of the ISS ICE, provided NASA with the critical information it needed to revise its budget submittal to Congress for the FY03 appropriations cycle.
  • Mr. Sean O'Keefe directed that the ISS Program budget be adjusted to match the ISS ICE 80 percent confidence level.

USMC Anti-Armor Weapon System – Heavy (AAWS-H):

  • Tecolote supported a USMC Analysis of Alternatives (AoA) to evaluate the Operational Effectiveness (OE), technical performance and Life Cycle Costs (LCC) of existing and emerging missile and launcher technologies to meet USMC AAWS-H requirements.
  • Tecolote conducted extensive cost and performance analysis of USMC and vendor-furnished cost and technical data, as well as application of historical and related cost data from analogous missile and launcher programs to model the various alternatives.
  • This AoA provided USMC material developers with well-documented and comprehensive justification to propose a best-value solution to the senior USMC decision makers.

Air Force ICBM Program:

  • Tecolote developed the Guidance Replacement Program (GRP) Estimate and the Propulsion Replacement Program (PRP) estimates that were defended before the Air Force Cost Analysis Agency (AFCAA) and the Air Force Cost Analysis Improvement Group (AFCAIG).
  • Tecolote’s support allowed the ICBM SPO to proceed through the Milestone Decision and begin production.

Tecolote received the NASA Certificate of Significant Accomplishment (3 November 2004) for developing and fostering a collaborative partnership with the Office of Management and Budget, clearly defining expectations across the Agency to achieve an overall rating of “Green” for NASA on the Electronic Government element of the President’s Management Agenda. The certificate was signed by Sean O’Keefe, Administrator, NASA.
