Our EVM services include:

  • Telling the story behind the story—we flesh out the underlying issues and present the analysis in a way that enables intelligent, focused decision making.
  • Assisting in CDRL/SOW development, validating contractor systems, analyzing data and building tailored briefings and reports to support all of our clients’ EVM needs.
  • Reviewing a contractor’s Estimate at Complete (EAC) for realism and developing independent EACs to provide a program with a basis for comparative analysis of estimate integrity. We have performed Independent Estimate at Completion (IEAC) Reviews that have been delivered to the Office of Management and Budget (OMB), Office of the Secretary of Defense (OSD) and Congress.
  • Applying state-of-the-art EVM analysis tools such as wInsight, Performance Analyzer, C/S Glue, MS Project, Open Plan, Risk + and others.
  • Integrating Microsoft applications such as MS Excel and PowerPoint with our analytical tools to create effective decision-making presentations.
  • Staying abreast of the most current government requirements and guidelines for EVM implementation to ensure compliance and visibility into appropriate contract details for our customers.

Milsatcom Programs:

  • Tecolote led the government team in achieving successful completion of acceptance of the Command and Control System-Consolidated (CCS-C) contractor’s EVM System.
  • We provided training for the Government Advanced EHF (AEHF) and Transformation Satellite (TSAT) personnel to support conduct of IBRs and overall EVM implementation.
  • Tecolote was the lead in preparing the proper Cost Contract Data Requirements for the Wideband Gapfiller (WGS) request for proposal.

National Reconnaissance Office (NRO) EVM War Room:

  • Tecolote developed and facilitated the operation of an electronic EV “war room,” a first-of-its-kind integrated management center that visually and electronically allows users to review cost, schedule and technical performance.
  • The EV Room has been recognized as an innovative tool by the National Reconnaissance Office (NRO), OSD, DCMC, Microsoft, the wInsight Users’ Group and numerous contractors.

Washington Navy Yard (WNY) Programs:

  • Tecolote created innovative IT processes for storing and distributing EVM data. We established an electronic transfer of CPR data, incorporating a software download to wInsight, which resulted in a repository of all historical CPR data in a single database.
  • We implemented EVM and IMS training for NAVSEA personnel, conducting multiple classes for more than 100 individuals. The training included earned value basics, cost and schedule variances, performance indices (i.e., CPI, SPI, TSPI, etc.), scheduling principals, critical path analysis and Microsoft Project.

Expert Application of the Latest Tools:

  • GEAC Wizard – This Tecolote-developed, MS Excel–based tool assists in generating a Government Estimate-at-Completion (GEAC). One highlight of the GEAC Wizard is its automated ability to directly access, load and use wInsight data. Tecolote published and presented a paper, “Developing an Averaged Estimate at Completion (EAC) Utilizing Program Performance Factors and Maturity,” at the ISPA/SCEA 2005 Conference, ISBN: 0-9720204-4-6.
  • wInsight – Provides state-of-the-art techniques to quickly locate problem areas, graphically review performance trends, generate statistical EACs and to obtain feedback from team members. Tecolote uses wInsight to improve internal management processes, streamline management reviews, meet electronic data interchange (EDI) requirements and improve communications with our clients.
  • Micro-Frame Program Manager (MPM) – This tool is a Work Breakdown Structure (WBS)-based solution that integrates proposal planning and program management data and activities. MPM measures program budgets, performance and actual expenditures. It also builds estimates to complete. MPM can also estimate project work and the effort to complete on a weekly, monthly, quarterly and yearly basis.
  • Open Plan Connect for wInsight – This tool transfers EV data from Open Plan to wInsight for storing, sharing and analyzing project performance data. Open Plan calculates a performance measurement baseline and provides EV calculations based upon the percent complete of each task. Open Plan Connect transfers the performance data to wInsight for management review, analysis and reporting.
  • Cobra - Provides support for EVMS compliance on Government programs. Cobra helps identify problems in time to apply effective corrective action to minimize cost overruns.
  • Primavera - Covers the complete program lifecycle and focuses on results-oriented performance-based management.
  • MS Project - Provides a robust scheduling, schedule management and schedule risk assessment capability that is essential for complete EVM and EV analysis.
