Automated Cost Estimating Integrated Tools (ACEIT) Developer:

  • For more than 17 years, Tecolote has been the sole-source government developer, trainer, and technical support desk of the industry-leading cost estimating software suite ACEIT.
  • Tecolote has developed an average of one software release a year; trained more than 4,000 users; and provided technical support to more than 250 customers worldwide.

GPS Today Developer:

  • GPS Today is a customized web site based on the Knowledge Web Services (KnWS) application in the ACEIT suite. Tecolote hosts, manages and maintains the site.
  • GPS Today provides the GPS Joint Program Office (JPO) with a World Wide Web-based repository of GPS program schedule data that is accessible to authorized users anywhere in the world.
  • GPS Today is fully endorsed by the NAVSTAR GPS Joint Program Office as the "Official Program Schedules Web Site.”

Test Asset Resource Tracking (TARTS) Developer:

  • TARTS is a web-based relational database used to provide real-time test asset scheduling and job control/conflict resolution from multiple locations. Tecolote developes, maintains and provides technical support for TARTS.
  • TARTS has eliminated the double booking of test assets that would delay Air Force testing at a cost of approximately $50 million per year. Thanks to TARTS, increased testing needs can be met for the next 20 to 30 years without having to expand the Air Force’s inventory of test assets.
  • In addition to avoiding the costs and delays that come from overbooking test assets, the Air Force also saves $600,000 annually in reduced personnel costs. The work of four analysts is now managed by a single analyst, a 75 percent reduction in personnel investment.
  • The U.S. Inspector General’s Office has named TARTS a “Best Business Practice.” This designation gives the solution increased visibility and encourages other agencies—both within the Department of Defense and elsewhere—to emulate it.

Contract Obligation and Expenditure Tracking System (COETS) Developer:

  • When advanced analysis and reconciliation capabilities are required, clients rely on Tecolote’s suite of contract reconciliation tools: Contract Obligation and Expenditure Tracking System (COETS), Contract Data Reader (CDR) and Contract Data Analyzer (CDA).
  • COETS features an intuitive user-friendly interface that is designed specifically to assist the user with entry of large amounts of data. COETS has built-in audit and error trapping routines that virtually eliminate keystroke and computational errors. COETS permits the rapid creation of an accurate and reliable conformed baseline that can be used for reconciliation against government accounting systems.
  • COETS’ automated interactive reconciliation capability provides a set of powerful tools for comparing MOCAS data to CPAS or BQ to COETS 4.0. Data from any system that can be downloaded to a spreadsheet can be imported into COETS and compared to any other imported data set or to the COETS baseline.
  • COETS is a mature tool with an extensive history of use – more than 400 contracts have been reconciled and/or managed using the COETS tool.

System Trade Economic Effectiveness Model (STEEM) Developer:

  • STEEM enables Army G-8 analysts to perform inter-program/architectural trades and generate summaries for force capability areas that allow the user to incrementally trade between these areas.
  • STEEM allows management to define essential programs as “dominant” as well as identify supporting programs to be minimized.
  • STEEM provides a means for the analyst to rapidly navigate various funding options and identify the alternative mix of systems that best meets the Army’s requirements.
