FUNCTION: Budget Analyst
LOCATION: Los Angeles Division - El Segundo, CA
EDUCATION REQUIRED: Bachelor’s degree required, preferably in math, engineering, business, or the sciences.
YEARS OF RELEVANT EXPERIENCE: The position requires three equivalent years of experience in analysis and technical management.
REQUIRED SKILLS/EXPERIENCE: This position requires four years of experience in business, financial management, or cost analysis with three of those years in Department of Defense (DoD) or National Reconnaissance Office (NRO) financial management. The ideal candidate will have a thorough understanding of the DoD budget cycle and familiarity with budgeting tools and databases, to include IDECS II, RAPIDS, CPAS, MOCAS, CRIS, SMART, FM Suite, Looking Glass, and CCaR. Familiarization with DTM 09-025 Space Systems Acquisition Policy (SSAP), DoD Instruction 5000.02, the DoD FMR and applicable Air Force Instructions is required. Additionally, extensive knowledge of the DoD acquisition process, budget planning, formulation, programming, justification documentation/reporting, program documentation development (Program Management Directive, Program Management Plan, acquisition plans, and requests for proposals) and program reporting (Monthly Acquisition Report, Selected Acquisition Report, Defense Acquisition Executive Summary) are required. Strong communication skills and demonstrated experience with the MS Office Suite are a must. Familiarity with the National Intelligence Community budget cycle is a plus.
RESPONSIBILITIES: Working alongside government and contractor personnel in a fast paced environment, this position will plan, develop, monitor and report against detailed budget plans and financial execution strategies. Responsibilities include development and coordination of current and future year budgets, including response to quick-turnaround cut drills, reprogramming actions, and revisions to budget allocations to maximize program execution and avert budget cuts; detailed analysis of program execution and reporting of results to senior leadership; senior leadership advisement of budget propriety, new start implications, and compliance with other legal and DoD regulatory guidance.
