FUNCTION: Cost Analyst
 
LOCATION: Washington D.C. Operations - Arlington, VA
 
EDUCATION REQUIRED: Bachelor’s degree required, preferably in math, engineering, business, or the sciences.
 
YEARS OF RELEVANT EXPERIENCE: The position requires five equivalent years of experience in analysis and technical management.
 
REQUIRED SKILLS/EXPERIENCE: We are seeking a highly motivated individual with a strong work ethic to work closely with our Government client providing cost estimating and analysis support. Applicants must have excellent communication, quantitative, research, and analytical skills and the capability to lead or principally contribute to some of the largest and most difficult studies that the Company undertakes. Experience with cost estimating methodologies, cost estimating relationships and model development, and cost databases including data collection, validation and normalization techniques, risk analysis, time-phasing, earned value management, business case analysis, net present value analysis, and cost benefit analysis is desired. Experience preparing cost estimates for major Department of Defense (DoD) and/or Department of Transportation (DOT) system acquisitions (preferably Federal Aviation Administration acquisition) programs is required. Experience assessing cost and budget impacts of program alternatives as well as preparing and presenting applicable program documentation and briefings is required. Proficiency in Microsoft Excel, Word, PowerPoint, and Crystal Ball is a plus. Software cost estimating or experience using a parametric model for Software (e.g. COCOMO, SEER-SEM, or PRICE-S) and ability to utilize function point analysis in estimating SLOC for system enhancements is highly desirable. Experience with Primavera is a plus. The ability to obtain and maintain the proper clearance is required.
 
RESPONSIBILITIES: Responsibilities include conducting cost analyses in support of Analyses of Alternatives (AoA), Business Case Analyses (BCAs), trade studies, and cost analyses for government clients, providing analytical support for reporting requirements, financial analysis and budget, program controls, requirements development, and planning implementation for government programs.
